Belmont’s legislative authority is vested in its Representative Town Meeting, which consists of elected members from each of the town's precincts. The Town Moderator presides over Town Meeting sessions and is responsible for appointing members to the Warrant Committee (which serves as the Finance Committee), tasked with advising on all financial matters and town meeting articles.

A wide array of appointed and elected boards and committees handle specific town functions, including the School Committee, Planning Board, Zoning Board of Appeals, and various advisory groups focused on public safety, the environment, and community services.
