Town Accountant

The Town Accountant maintains fiscal records and internal controls for all departments of the Town and School.

Responsibilities include maintenance of:

  1. Key financial records including the Financial Statements and the General Ledger
  2. Internal controls by monitoring revenues and expenditures of all departments of the Town and School

The department ensures that all financial reporting requirements are in accordance with state, federal and town bylaws. Town Accountant submits to the Massachusetts Department of Revenue:

  1. Balance Sheets for Free Cash Certification, 
  2. Files Schedule A - (revenue and expenditure reports)
  3. Assists in the preparation of Tax Recapitulation Sheets for annual tax rate certification

The Town Accountant prepares and approves all warrants for payments in accordance with Massachusetts General Laws, assists the Town Administrator in the preparation of the Annual Budgets for Town Meeting and Quarterly Reports to the Warrant Committee.

The Town Accountant is an ex-officio member of the Belmont Contributory Retirement System, Permanent Audit Committee and the Capital Budget Committee.

The Town Accountant works with external auditors to obtain the annual audited financial statements in conformity with GAAP, and works with Outside Actuaries who prepare the biennial study for Other Post-Employment Benefits (OPEB). The TA keeps is required to keep track of all current and future Governmental Accounting Standards Board (GASB) pronouncements and incorporate the required changes to comply with GASB's deadlines.
