ANALYSIS TO IMPEDIMENTS TO FAIR HOUSING CHOICE

In conjunction with the Belmont Housing Trust, the Human Rights Commission is in the process of updating the Analysis of Impediments to Fair Housing Choice.

As a member of the West Metro HOME Consortium, Belmont is required to develop a five-year plan, called a Consolidated Plan and Strategy (Plan), before it can receive HOME funds.  This Plan identifies the housing needs of the community and states how these needs will be met.  It is up to Belmont to decide how it will spend its HOME funds but its spending plans must be consistent with the local housing needs and priorities described within the Plan.  Belmont’s current Plan covers FY 2006 – FY 2010.

The Consolidated Plan and Strategy requires participating communities to “Affirmatively Further Fair Housing,” and therefore to undertake fair housing planning.  The Analysis to Impediments of Fair Housing Choice (AI) should be viewed as part of the Towns’ Plan. The AI has been completed to meet requirements of federal regulations as prescribed by HUD.  The Town is committed to taking the appropriate actions to overcome the effects of any impediments identified through this AI, and will maintain records reflecting the analysis and actions taken in this regard.
