A Comprehensive Permit (Ch. 40b) application was submitted to the Town of Belmont on December 5, 2005 by AP Cambridge Partners(a/k/a O'Neill Properties), the property owners of the Belmont Uplands. By State Law, the Zoning Board of Appeals is the permit granting authority and conducts the public hearing process.The Board solicits comments from other Town Boards, Departments, Committees, and from the public, hires appropriate plan review consultants, and identifies issues and concerns relevant to a final decision on the applicatioin.
Please Note - state law, MGL Chapter 40b, permits Conprehensive Permits and exempts them from local by-laws including zoning by-laws. In this case, the Permit allows the applicant to apply to construct housing that meets affordablility requirements.
The Proposed Development
The proposed development consists of five, 4-story buildings containing a total of 299 rental units of which, 60 will be affordable to house hold earning 50% or less of the area median annual income. Parking for the complex will be provided under each of the buildings and on surface in small blocks interspersed between the buildings. The construction site is located in the Town of Belmont, even though the property (approximately 15.6 acres) is located in Belmont (12.9 acres) and Cambridge (2.7 acres); the Cambridge portion will remain unimproved.
